It uses PowerVR‘s IP core, that's why it only supports few games on DX9. PowerVR's official GPU can't just support full dx9 features.

The thought of China gaining access to AI acceleration scares me. Weaponized autonomous drones are scary enough when they're being controlled by your own country, and not a country that wants me dead. It's likely this GPU isn't designed for gaming, but for other applications. Like trying to play games with Quadro instead of Geforce GPU's. It's likely designed with computational power in mind (AI, cryptocurrency/blockchain, professional level 3D animation, etc.) and gaming is likely an afterthought.
It's a Chinese Graphics card so its likely a BAD….AMD clone.

How can this 4th company possibly compete when mega corporations like Intel are struggling to start? They stole it. Literally, they stole the technology and IP that went into developing the product. It was provided to them by the CCP who requires other business like NVIDIA to release their secrets to them to do any business in China (including Taiwan because China considers Taiwan a part of them and NVIDIA causing a global war would be interesting but bad).
In the Chinese community, almost everyone thinks that this GPU is basically a joke. Not only are they launching an "unfinished" product, but they're trying to ban people from testing it.
