A 9950x3d is a better choice over a 9800x3d, even at 4k or, for around the same money a 7950x3d
Reason, game logic is complicated, and its only getting moreso, if something like unreal engine 5 is anything to go by, the complex physics, animations, weather and lighting effects, the logic behind npcs, traffic and all those complex calculations your cpu needs to do, is only going to skyrocket in the next few years
As great as the 9800x3d is, it is still 8 cores 16 threads and it can only do so much, double the cores and you add alot of breathing room, alleviating some of those bottlenecks and making everything a little smoother, and as games get more complex i think this will be the difference maker in more demanding games, even at 4k
You chosen the wrong 360 cooler and power supply, that is entirely what screwed this build, it's still not correct!
