that plate was all wrong, I think the were trying to go for flow theory but used a plate and made it "2D" needs to be a phi tube to work. If they were actually going for a higher flow rate, they would have done two tubes in, two tubes out or an output tube that's at least √2 times the diameter of the input tubes.

Why not use two pumps and the y splitter on the out?
I'm not big into liquid cooling, but it seems to me this block is meant for a multiple rad system. It may perform better if each of the inlets were fed by their own rad and the y split is used on the outlet to separate the hot liquid into the 2 rads.
