Real snow globes use mineral oil not water. Water will evaporate eventually creating bubbles. And since the mineral oil is thicker the glitter or snow will fall more slowly.

When I was little I made one, and I put a drop of dish soap in there too to make the snow float kinda.
If you add a little glycerin to the water it helps the "snow flakes" to fall slower…
