Here in Norway we got a 3rd party company called BankID who can do age verification. Its via bankID we log into our bank accounts and government sites etc.
BankID uses encrypted info and do not think they have ever leaked any data. Works quite well. Its two factor authentication. These days you have a mobile app that generates a number for verification, or you can get a physical RNG generator used for two factor.
Like if you are to buy cigarettes online here, you do need to login to bankID and confirm your age. Or anything that is age restricted.
