Selling less theatrical tickets has nothing to do with piracy and has everything to do with price. The cost of a ticket plus snacks n drinks has just gone through the roof alot of people are just not interested in doing that anymore and will stream a movie via Disney+ or Netflix or Amazon Prime or Sky TV take your pick there's a heap of them that will and do legally stream the latest movies to your home now.

I mea China has THE BEST Firewall in the world, The Great Firewall of China. They have virtually unlimited resources, unlimeted man power and unlimited access to the latest and greatest hardware available. And even Chinese government understand the Great Firewall only has a limited amount of time left before it becomes unfeasible to continue with it. So good luck with that in the US and the MPAA. Piracy offers better bitrate (Quality) then streaming services.
I think that the problem towards the "blocking a specific website" shows that people don't want to put so much effort into parental restrictions and/or don't know how it works. My solution would just enforce ISPs to have more resources towards teaching people about restricting their routers, or simply build a solution. Make it easier to use parental controls or to prevent websites for a consumer. Have a windows app that connects with the modem so you don't have to type in the router's address at the browser. And have that windows app have a tab for security/restrictions.
