If you cant open the command promt because your computer manager has 2 brain cells, you can use a .bat file to get around it… use this to prevent it from instantly closing "pause 1"

Tor Browser may not work if they've blocked removable media (i.e. flash drives), or if they have application filtering (e.g. AppLocker) which restricts which applications can be run.

I can get by any sites my ISP is blocking by using another DNS, I use OpenDNS … have no idea how it works though technically. I just have to type my IP manually along with Gateway and Subnetmask. After that I look up OpenDNS site, the ip is on the bottom of the site … it has always worked for me.
If you combine tor with tails os you get the deep web
